On the server game, the cities are constrained by canals such that they cannot easily grow. When clearing tiles to build a railway, as fast as I could demolish a building, a new one appeared in its place. It took 3 or 4 goes for each tile, before I got the track down before the shanty town dwellings pop up. I think the game reacts a bit too quickly to the vacant plot in that circumstance!

Ahh, this code is unchanged from Standard. City growth is in due course to have a substantial overhaul in Experimental, but that will take a while.

In the meantime, if anyone wants to volunteer to code the automatic building of bridges by a city, that would be extremely useful.

Sarlock

These would be cities that have excess residential and commercial growth stored up because they can't expand in to the surrounding areas.  Once you open things up they quickly expand in to the area to fill any empty space.  It also makes the population count go too high as all of the growth that is unable to be built artificially expands population.  If you open up area around the city so that it can grow, the population/growth will plummet as it fills in these spaces.

I deliberately constrained many cities on the eastern island so that they didn't expand too quickly in to the surrounding areas.  It also helps to concentrate urban density for more passenger flow per station in the area.
