Button for disabling/enabling city growth is, like the level selector was previously, not possible to interact with.

This is not a bug: the option to disable city growth works only for the public player. In a single player game, just change to the public player to enable or disable city growth. In multi-player games, only the public player ought to be able to do this in any event.
