With non-experimental pak-set, cities growth does not work

The cities end up consisting invariably of almost exclusively the lowest density building.

How would one make this at least acceptable without having to individually plop higher-density buildings? Population by default remains 0 in all cities because only the lowest level density is built.

Hmm - that's odd. Does this only happen in devel-new, or is it also present in 11.35?

Have you checked growing cities to vastly larger numbers? What's the ped/mail level of the buildings?

Well, I do not recall if it happened in 11.35, I think it has something to do with the revised city code.

Re-compiling buildings with "chance" defined improves the situation, however. It seems like it might default chance to 0 when the city building does not have chance defined. Also, the population for buildings appear like "65535" universally in the build tool (though this is not what it appears as when they are built, though populations appear high, lowest are still over 20-40).
