Train drives by sight no matter what

Hello everyone!

Trying a development build (thanks for compiling, Ves) and ran into a problem. A train would not reach its top speed. Presumably because it drives by sight. Configuration is minimalistic: two stations, a single track, a single train, year 1850. Tried min speed signs, one way signs, vane signals, vane signals with aux signals - everything wthout success. Tried reading new help files (thanks, Ves), but could not put that information to use. Thied 14.04 and 18.03 builds - same result (with a slightly different top speed).

IIRC time interval signalling (vane signals) are not ready yet. Skip a few years to get absolute block signals (semaphores) - intorduced in february 1860.

I have been working on fixing the main bugs with time interval signalling. Basic time interval signalling (i.e., not time interval with telegraph signalling) now mostly works on devel-new.
