For a Windows compile environment, I'd really suggest MinGW instead following An_dz's excellent instructions: http://forum.simutrans.com/index.php?topic=16688.0. It's literally a <5 min job to install.
You end up with a simple self contained dev environment that doesn't affect any Windows system level stuff at all. Tortoise SVN should also be avoided for its ability to screw up a system too IMHO. (To be fair It's been >10 years since I took that policy after a bad experience. Maybe it's improved... maybe not, I don't care to find out.)

Unfourtunately it breaks the inital problem, i.e. upgrading the second way of two parallel ways on the ground. Also you require to click under the way, which is not possible for the second way of two parallel (which was the inital problem and cannot be solved in sliced mode). If you click exactly in the way how you showed in the film, it works, but not on the second of two parallel ways on the ground.
