Question regarding size of new cities

Hi all,

Just a quick question. What determines the size and population of a new city founded by a player or the public player? I've been finding that the sizes vary wildly between different days for reasons that I can't work out. Any help gratefully received!

I think that the formula for this is unchanged from Standard, although I am not sure whether it was changed by Inkelyad's changes last year to the city generation code.
