Game edit tool in V88

How do you access the game edit tool, like to add a new industry, in V88.10.5?  I stumbled on it before, but I don't know how I accessed it.

Change to the public player (Shift + P).  The edit tool is then available from the special constriction tool menu.

The addition of new industries came in 99.15 or so. 88.10.5 you could only make a random Industrie with the 'I' key command. (ANd before that it only built a materialwholesale-chain.)
