[r7793] City list "go to" buttons break on scrolling

On a map with lots of cities (i.e. enough cities to not fit in the city list window without scrolling), open the city list window. Clicking the visible arrow buttons takes you to the cities' town hall, as expected. Scroll down the list. All of the visible "go to" buttons no longer work; they simply open the cities' information box instead.

The message box's behavior is fine, despite being the same arrangement of buttons.

(Also, I don't know if it's a pak thing, but in pak64 at least, the handle for resizing windows obscures the button for scrolling down.)

Try r8000. (This bug could have broken more scroll items also in lists).

Fixed as of r7801, thanks! BTW, leaving it till r8000 might be putting it off a bit too much...
