Improve tool found a new city.

I do not like at all the idea of founding cities of nowhere, I think this can be improved a bit.


My idea is to build a city from scratch.


1- Find and mark a position on the map where the city will be built.
2- Mobilizing workers from neighboring cities to the point of construction.
3- Wait until the city completes 100%
4- Mobilizing new citizens.


This seems much better than the current behavior, since the idea to create a city of nowhere is absurd.

I see these tools as divine interventions. The entire world is ultimately created out of nothing. That me, as the owner of a railroad company can found cities, without any relation to my railroads (constructing in the middle of nowhere is the same as constructing where people live when it comes to speed and cost), and with immortality, is absurd.
