Is there an easy way to make dat files from a spreadsheet?

I am using OO calc.

I have columns for each value and rows for each object.

sed on a csv file can certainly do the trick.

Is there any Windows equivalent? It could also be done programmatically, but it would mean creating a new tool from scratch...
