Then is there a way to implement that in the game? Rail/monorail through buildings already exists albeit rare. Of course, this would only be allowable for the larger buildings such as skyscrapers and possibly even larger town halls

You can create buildings with empty spots ...
Parsley, sage, rosemary, and maggikraut.
