Every time when I start simutrans, value of "map_roughness hageshisa" in default.sve decreases.
As a result, mountain of starting island will disappears.

Value of "Map roughness" on "Set climate" window is also decreases.

This might be a spec, but this has a big problem.

tested in r2171.
Value is different from old versions, but always the same value.
