General purpose fences?

I think fences might be useful for keeping motorways from being turned into a city road.
Maybe some tweaks to the dat, so that it can only be built in an offline game, or only by the public player in online would be better.

I believe that the only way to prevent a user can use the fences in online games is to put their button in the tool reserved for the public service.

A fence can hold away a city from a highway on ground.

I've often wanted a fence function that could be used to stop a city growing in a certain direction.
