How convert a bld files in bmp files

how convert a bld files in bmp files?

As I though, you can't.
BLD is a 3D file.

Edit: I looked again the website, and now I found why this BLD file looked familiar, it's a file from SimCity 3000.
You can open it with an editor that came with the game, if I'm not wrong.
