New industries

I've started a game (10.9019) without industries (I prefer manually placing them), and no matter I have the increase_industry_every value set to zero, new industries keep appearing in the map. Have I any way to prevent that?

Setting "industry_increase_every" is ignored in experimental.

It always increases the industry density in relation to the citizen density.

Maybe it could be an idea to stop any automatic increasing (and decreasing) if "industry_increase_every" is set to 0.
