Goods loading irregularities (latest RC)

I have encountered a few occasions in the .19 RC - though I cannot recreate them intentionally to give a save game example, unfortunately - when usually at the beginning of a new month or year, a train will sit in a station, waiting for 100% and with goods waiting in the station, yet not load them. It will then be half-full yet load no further, unless the schedule window is selected and closed, whereupon loading resumes as it should. It seems to occur primarily in more developed games.

I have not played Experimental standard since 10.23, so I cannot say for certain, I'm afraid, but I do not remember encountering it outside of the RC.
