The crazy baker, how do you deal with them?

Sometimes some industries order large amounts of goods, like in the screenshot where a simple bakery in a small town has roughly 8 times it's monthly demand in the supply chain, causing overcrowded stations along the route from the grain mill to the bakery. How do you deal with that?

Does one just accept that the stations are overcrowded (I don't really know what the penalty for that is) or do you increase the capacity to deliver the goods? To me it seems obvious that the baker will soon stop to receive any new flour ("he, I have enough flour to last for the next year!"), thus any investment into capacity will only cost me money and eat up monthly maintenance costs.

Do you build infrastructure and run more convoys in these cases or do you just wait until the crazy baker comes to his senses? :)
