[r6884] vehicle fixed_cost and bits_per_month

I set vehicle fixed_cost as 5000, for example.
On depot window and vehicle detail window, vehicle fixed_cost is 50.
But on finance window, vehicle fixed_cost is 200, which is multiplied by bits_per_month.

Which one is correct ?

If you have a vehicle, you surely also have a depot and at least one road tile requiring monthly maintenance as well.
