[11.18] Ownership overwrite bug

This is quite an old bug, but I didn't realize it was possible with canals too.

If players give access to one another, the other player can overwrite tracks and canals to their ownership.
The stuff on top, i.e. signals and electrification, will remain with the original owner.


Oddly, this does not happen with roads.
