The bridge 110km is declared to have only half height slopes. If you try to build a 110km bridge on a flat tile to rise up to one level higher flat tile (delta:1 level + 1 level bridge) you won't be able to finish this construction. That's okay.

On the other way, starting at a high flat  level going one level down, the check is missing (engine bug) or one halfheight Ramp part (pakset bug) is missing. See picture, bug bridge and correct single height bridge.
