The background colour of the city name (usually grey) is replaced by a player colour, if you build a bridge over the city hall and build a station on the tile where the city hall is.

Yes, because of the way things are stored in the map. This bug exist for very long times, and it is relatively hard to fix. (Some can be done with tunnels too.)

EDIT:
Well, seems the changed internal halt-handling allows for the intended color behaviour. Fixed in 1952.
