Goods stuck in stops

Some goods remain in stops without ever being loaded onto their onward connection. This can be seen at St. Giles Heytun Corner dock on the server.

The problem appears to be that the dock is not long enough for the ship (remember, the various holds are counted as trailing vehicles, so have a length): if you build an extra quay at the end of the existing quay, the bulk goods holds should be loadable.
