The tutorial says:

"Why do not use a later release of Photofiltre ?

Latest releases, even the free ones, lose some features, which are essential to us, to get more advanced features that are dedicated to image treatment."

For the really basic features that are required by drawing for Simutrans, you don't have to get the latest version of Photofiltre, I personnaly use Gimp, and for years I work on the 2.8 version (the actual version is 2.10.20 )
