Does transit (non player) pay access charges?

I'm asking this because I get a 108£ a year from road access charges and no other company operates in my own roads, just the normal transit.

I am not sure that I understand the question, I am afraid; do you mean to ask about the origin of access charges? Only players and private cars pay access charges.

By private cars are you referring to non player vehicle? Like city cars?
