r2411- Strange cost and maintenance cost of underground way

Currently the replacement of tunnels is very buggy (overbuilding of slower ways, wrong costs, wrong maintenance). This patch will fix this issues.

Cost and maintenance cost of underground way is strange.

- If I click same tile twice,  it add cost and maintenance cost. Should not happen these.
- If I extend underground way with tunnel tool, it cost tunnel and way. Way cost should not happen.
- If I extend underground way with tunnel tool, its add unknown maintenance cost.
