Show the correct stop coverage

(´・ω・`) Hi. Welcome to teriyaki house.

In extended, stops have three kinds of catchment ranges.
(1) passengers and mails = 16
(2) goods = 3
(3) nothing = 0
(*depends on pakset, but take britain.128-Ex as an example)

However, currently stations that only support goods show the FAKE coverage!

They should have a very small coverage area... Donald something should condemn this.

There are three kinds of coverage area display. Players will be able to see the coverage area in the following three patterns.
(A) Around the cursor when constructing a station
(B) When you move the cursor to the tile of the station with "Show station coverage" is ON.
(C) Display with player color around the stop on the ground when "Show station coverage" is ON.

*The mini map is the same as (C).

Extra Information
- Since the station coverage is recorded on the ground, so the station that has already been placed in old game is as before.
  Fixing is applied when you build or remove or extend the station newly.
  There may be cases when the old FAKE remain when you modified the freight station but please overlook that. :-[
- This fix is not a fundamental solution to this bug.
- (A) displays a narrow range if it has cargo attributes. This is as usual and I have not fixed this, because I thought that the connection with the factory is important for the station with goods attributes.

Excellent work - thank you. Now incorporated. This should make things much clearer for players.
