Homelesness and Joblessness

   When the sum of them is 100, new city building is built.
   Homelessness gives residential, Joblessness gives commercial or industrial.

   Are there any  rule on how points are distributed?
   This will some how determine city's characteristic...

Sum up of com (both), res (homeless), and ind (jobless) levels in their respective categories minus the current total level.

Total level means ... ? Sorry I don't know what total level means. I would be grad if you care to
explain what it means.

Not sure if this is true. At least while I maintained Simutrans it was just "the higher the values, the more likely a building is built or renovated." But there was no guarantee that a building is built, and sometimes conditions on the map did not allow a new building at all, so the city building code had to wait with building till something changes.

I'd really wonder if a fixed number like 100 is the trigger nowadays.

SInce 100 corresponds to a new level 1 building, it is somehow the trigger, although renovation can happen before. As a rule of thumb, total number is the number of all com, res, ind and townhall levels tilewise added times 100.

Thus in general jobless and homeless are blow 100 and only if there were not good places at all they will increase beyond.

I don't know what is causing but I've remarked some city get much more commercial building than others.
It is in pak64. I wonder what is deciding this. Just a report.
