Flat theme large size menu bar size is not large size

The title said everything. Only that is inconsistent with other large size themes.

I noticed that only the flat theme has these invalid parameters in standard's themes.

But for some reason some extended themes also have this parameter. Does anyone know more about this?

To clarify things:
I'm not trying to blame anyone.
This non-existent parameter is a required feature and it appears to simutrans that it is missing. It is impossible to make the title bar of a dark theme look good. So I wanted to know if such a feature was planned in the past or if it was crushed or lost for some reason. Because, as I explained, it is a function that should be.
