[BUG] Oil rig animation appears in the wrong place

Steps to reproduce

1. Load the current B-B save.
2. Jump to (857,622).
3. Wait until the oil rig is producing crude oil.

Expected results

A gas flare appears at the top of the oil rig's flare stack.

Actual results

The flare appears a couple of tiles to the right of the flare stack:



I am not sure exactly what the misalignment is.

Alignment of the smoke graphics is not a straightforward thing. Vladki was working on a patch for this some years ago, but sadly it was never finished.
