Simutrans Extended: No passengers generate at all in 1750

I'm using the latest nightly version of the game. I've set up a passenger network between 2 cities (which have a population of 900 combined). Every single building is within 1km from a stop, but every single building says that the stop has no passenger & mail service, even for the stops with many lines, despite there are vehicles running. There are not even private cars spawning. This issue doesn't affect my freight network though.

Bits per month was set to 16. Does this cause the problem?
