Are passenger levels related to factory connection?

I am playing pak192.Comic with a start date of 1930, but maybe this question could apply to all paks.

I notice that many factories have large worker numbers. This means many passengers going to and coming from those factories. Do the factories need to be connected to suppliers and consumers to have those high passenger numbers?

For example, I have an oil refinery with more than 200 workers that live in one nearby city and more than 150 in another nearby city. But so far I have not connected the refinery to oilfields or a chemical plant. Will those workers still come to work without those connections?

Yes, as far as I know they will all get to work, e.g. passenger and mail are independant of production.
