Effects of climate on generation of Factory Chains

What effect is the climate supposed to have on the generation of Factory Chains? To be more specific, if there's no place with a suitable climate for a given type of factory, what effect should that have on the generation of factory chains containing that type of factory?
I created a map where the only terrains were water, rocky, and arctic, with the deliberate intent of limiting the variety of factory chains that could be generated. I was somewhat surprised to find Timber Plantations and Sawmills.

If there is absolutely not place with a suitable climate for a needed factory for a chain, one will be built anyway to have a functioning chain. That is intended, since the chains are built backwards, starting with the consumer.

I'd like to clarify here that a producer of a needed good will be placed, ignoring climate restrictions if necessary, but so long as there is an option that can be built without breaking that constraint, that one will be chosen.

Eg. if you have a sawmill, you need to get timber from somewhere, but it won't attempt to build a 'rocky' forestry with coniferous trees in a jungle, so long as a jungle clearing operation is available.

Since the end consumer has no such restriction, the end consumers should always fit the available climates. Just so happens that most consumers can be anywhere, since they are not dependent on soil, weather, nor natural resources.



Basically, the game makes sure to work and not place factories that can't contribute to gameplay, as that would be very frustrating. But it IS climate aware, and pakset-creators have options to adjust what happens if some climates are missing through providing alternative sources - to a degree. But at the same time, it's much encouraged to have chains spread out over multiple climates, as it makes for more interesting gameplay.

That doesn't seem to be the case. I created a map containing only Alpine (Rocky) climate, and it generated a Marketplace.
