Ironworks understaffed in underemployed village

Hi all,

Cool game! Unfortunately, since it's not a very popular one, googling questions has been a bit difficult... So I've decided to just make an account and ask it. It's been legit a decade or so since I last used an old-fashioned forum system!

So, I have this Ironworks:




As you can see, it's running at low steam, at 640 (459) and this is with a continent-spanning rail network designed entirely with the goal of feeding it commuters. Now, looking at some forum posts on related issues, I got the impression that the town should be feeding it enough commuters. Looking at the data for the town itself, we get this:



If I interpret it correctly, this is saying that the town is demanding more jobs -- 393 of them, in fact -- and has a surplus of population. But if that is the case, why is the ironworks getting so few people?

(Also, I think the help page for town halls is severely outdated -- It talks about a lot of statistics that aren't where it says they are, like "homelessness" and "unemployment", and tabs that don't exist.)
