Is it legit to reconstruct a pakset's source? (specifically, pak64.contrast)

Note: I am not sure this is the right subforum, so feel free to move this post if it isn't.

I like pak64.contrast and I thought I could bring it up-to-date with the latest versions of simutrans. Problem is, all links in the pak64.contrast subforum (literally) are dead now, which means it the source was posted somewhere it can no longer be found. I only have access to the compiled paks.

A possibility would be to "unpak" the paks. But then, according to the simutrans FAQ:

However, take heart! If you can find the original creator, most of the time they would send you some sort of source if they still have it (but if they do not, that is their firm right).

Please note that you will need to add some main pak64 objects for this to work in-game. You will find the relevant objects in the normal Pak Contrast download.

Would it be legit to reconstruct a pakset which, while not the original pak64.contrast, would be identical to it, by some sort of pak file extraction? Kristian did not seem like he wants to prevent the source from going around. (in a post from pak64.contrast, version 810, he said it was available under either Artistic or GPLv3.) I did not actively try to contact him, but I doubt it's really doable.

Note: I have a pretty good idea how to perform such an "extraction" with the help of simutrans, hence why I'm asking.
