New pak128 changelog and changelog linter script

The pak128 changelog is currently seriously outdated (last entry is from ~7 years ago).
PR #53 adds a new one with all recent changes, improved formatting, and a script to check that formatting is still correct. The old changelog is still in devdocs/changelog_old.txt.
