Unable to build Tourist attractions

After being inactive for several years, I recently started a new game again. Now I have a problem I can't solve. I'm unable to build tourist attractions like I did before. I'm using version 124.3 r11590 with PAK128, and with the "&" key, I can build houses, shops, and factory buildings, but not churches, schools, or sports facilities.

The curiosities need another window. Change to public player and then use the map editing toolbar and select the curiosity builder.

Tnx, but it doesn't work. I changed to Public Service, but the selection window remains unchanged.

This is the window for city buildings.

City attractions are located under Attractions.
