New translator string: "No transformer connected" — power display thread 23908

The prototype patch adds one new program text entry to [tt]src/base.tab[/tt]:

It is shown in the Electricity tab of a power station when the station has calculated generation, but no transformer is connected to a power network.

For example:

The patch deliberately does not edit the generated [tt]simutrans/text/*.tab[/tt] files. I have attached a text file containing the context and some proposed translations for the translator database.
