airplane can "stop" harbour

usually schedule check the ground waytype and owners. But airplane can set waypoint for all ground. When we set waypoint on the water near the harbour, they find invalid "stop" on the tile.

When they find invalid halt, the freight network is connected, then goods take inappropriate routes.
