The script AI's pathfinding ignores "private road" signs.

This results in a path being successfully constructed, yet vehicles are unable to use it.

This affects both pathfinding across open terrain (for new routes) and navigation along existing paths.



This also applies to the new dialogue path builder.

I looked at is_allowed_step, and that routine has accumulated a lot of crap. It never checked for road_signs at all. I will work in this, since I changed the way builder a lto recently anyway.
