Iron foundry and coalmines

I have a problem with a iron foundry. It needs iron ore and coal. But there is no coal mine

I have tryed to change player to "service" and then build. But i get "no suitable ground" where ever i try.

Any ideas?

try clicking on "ignore climate" option in the industry building dialog box.
