[bug r2722] Wrong climate attraction on new map

When I start a new map, many lighthouses are build on the middle of land.

How to reproduce:

- Set number of tourist attraction on new map window to 30-50.
- Click Start Game button

Result:
Many lighthouses are build on the middle of land.

Small ? Small or large should not be a problem.
If oil rig was build on ground, it's strange. Lighthouse is the same.

If plyer start with none-sea map, lighthouse should not be build.
