Ever increasing number of passengers waiting

Hi all, in all the games I've run I've reached a stage where the I start seeing stupidly high numbers of passengers waiting. In my current game I've got 29 bus stops with over 1000 people on them. Some even go as high as 6000. I've tried adding more buses but this only seems to make the problem worse.

I can't run trains into the areas without knocking down large sections of the city, and I don't really understand the subway section (I've tried several times to make a subway but keep getting confused/frustrated by the interface)

Can any of you offer advice on how to resolve the situation/use subways without making my head explode?

Hi there.
Subway is tricky in beggining so try use tram.

With some screen shots, it will be easier to give advice.
