r3089 Presignal behavior

This was reported in japanese community.

In the following case, train can't go.
- If the next stop is terminal.
- There is no other signal between presignal and terminal stop.

Is this a bug or a new feature ?

I tested this before submitting and at that time it worked. It is a bug, I'll investigate.
