Settings.xml - re-setting of game options

I began new game and in options dialogue I chose
avoid overcrowding = 1
and
no routing over overcrowded stration = 1

but I found that stations are overcrowded and passenger and post road vehicles go empty. Trains cannot go empty because their stations have not collected so much people to they could be overcrowded.

And I need to know how to change content of settings.xml for allowing overcrowding of stations and mainly routing over overcrowded stations. Which lines control this?

And small wish for this file: Is possible to give options human names? (may it be that there will be some type of comments - in language chosen in game - but ...)
