The Class 31/1 and 57

The Class 31 and 57 are not usable and appear with a pink-ish stripe rather than green or red and is not selectable. How does one use the 31 or 57?

Ahh, they are both upgrade only locomotives: the class 31 upgrades from the class 30, and the class 57 from the class 47.
