City building development requirment

    May be it is too much game tweaking if both industry chain and passenger/mail services are
    required to the new city building development to occur?
 
    Or make it heavily important to serve both so it grows as current manner?
    It seems they grow too well.
    If you play the game several decade, good area of some map can be covered by city area.

Currently full rate city growth requires that passengers mail and goods are transported. If you omit any of these, growth will be slower. So, I think what you want is already implemented...

Your maint points seem to be:
- make passenger/mail generation depend also on goods supply (global and/or per-city)
- city population decreases if no goods are delivered
- make city growth depend more heavily on goods supply

Sorry for unclear chart and no clear explanation.
This is mainly rigidly require to serve both industry and passenger/mail
to have city growth.

I disagree. City needs supplies to grow. Building materials or food (supermarket) for example. Growing dependent of delivered goods is very sensible to me.

Sarrus I agree that good are needed to grow.
But in current model, they will grow anyway without any goods transported.
Its that its little bit slower.

In the model I'm proposing, the tranporting goods are absolute requirment
inorder to have any growth. Because No goods tranported means no
passenger/mail demand created and thats finally means no growth.

It is that HOW FAST it will grow depend only on the pass/mail service.

More goods tranported means more pass/mail demand and thats equal to
more opportunity for faster growth if one suceed to serve as much as
pass/mail as possible.

The problem is, that there are many players who only play with passengers/mail or only with goods. In order to make sure there is a progress in both cases city growth is dependant on the existence of at least one form of transport.

Yes, that's one issue... I think current mode is very simple clean and elegant.
I just wanted more dynamism in how thing flow...
