Add tag H2 in helpfiles

Hello, I am working on Czech translation of help files of simutrans. During this process I came up with a following idea:
Some help files needs second level headline (h2). For example help text to "new game settings" (help file settings.txt) needs tag h2 for documentation for each of tabs. I am using h1 for each tab now, but it would be better to have h2 there.


I know, that I can use "strong" "it" or "em" to change how the text is displayed. I suggest adding h2 for more consistent graphical style of help files. If there is "h2", translators would not need to consider using which of "em", "it", ... is more suitable as headline (2).


h2 could have appearance of old h1. It is only suggestion - some another color can be used too.


P.S. I like orange h1, it is really nice. It is better than red (if "strong" is used too as it is in English help file) or black.
