Transported % not calculated in some instances

Certain cities, within coverage of services, and with passengers going to and fro, will still record a transported rate in graphs of 0, and will as a consequence not grow. I have yet to detect any pattern to this behaviour; is it intentional?

Thank you for the report. The only occasion on which I have previously noticed this is where one city is entirely contained within another. Can you upload your saved game so that I might see if I can discover what the difficulty is?

that looks like the online game.

From what I've noticed, it also occurs at scarmead, furmere, norton, curlford, hardford and hatshore.

Of those, only scarmead, furmere and norton actually touch other cities. The other 3 are not even close, yet they transport nothing as well. Of particular interest might be norton. It's flow is on and off.

It is, as AEO says, the online game, that I toyed around with. Peachpool is another example, as well as the city in the screenshot.
