Climate=water for 2x2 buildings (and larger)

(There are a couple of discussions about this from years ago -- but nothing conclusive was said, so I thought it was worth raising again.)


Currently one can ensure that buildings (e.g. attractions, factories) appear on the shoreline by giving them the following parameters:

location=land
climate=water


But in practice one cannot code anything larger than 1x2 with these parameters, since all the building's tiles must be on the shoreline. This means that any 2x2(+) building coded like the above would be very unlikely to appear on the map at all, since there are few locations where all squares of a 2x2 box would be on the shoreline.

The request is therefore as follows: relax the requirement for climate=water so that it is only necessary for one tile of the building to be on the shoreline. This would allow for shoreline buildings of 2x2 and larger.

And tiles on water climate would be nice if they could be lowered rather than raised (at best optional in dats) in order too have proper beach resorts.
