Roads being too expensive?

I found roads are too expensive, and see, they are even more expensive than bridges! With current cost, one can hardly make any profit unless he builds the system upon all existing roads (built by public service), or with minimal road building... Are there anything wrong here?

Here is Simutrans-Experimental 10.11 r1011 with Pak128.Britain-Experimental 0.8.3.

I am playing in 1950, if this matters.

One might think that it's very rare for a road transport company to add to the road network rather than simply relying on existing roads. But the fact that Simutrans doesn't build roads to factories or land attractions means that the player is usually forced to build at least some roads.
